- Provide consulting services through SP&A to prospective market participants in the Ontario Market.

Contract term: December 23, 1998 to December 23, 1999
- To effect a multi-regional co-operative effort among participating Regions to implement and maintain regional processes related to the North American Electric Reliability Council (“NERC”) 1999 Pilot Compliance program that involves monitoring of compliance with national planning standards and operating policies and establishes enforcement measures for non-compliance.
PDC fulfilled the terms of the MCD contract and delivered the final report to the four-region association on December 23, 1999. PDC completed the following work
- Assisted four regions in compliance to the 1999 NERC Pilot Compliance Program
- Assessed compliance with the Pilot Program Planning Standards
- Completed eight (8) On-Site operations reviews to assess compliance of Control Areas to the 1999 Pilot Program Operating standards designated for on-site review
- Completed five (4) investigations of compliance by Control Areas to the 1999 Pilot Program Operating standards designated for “investigations”
- Completed one special investigation of an operating incident for MAIN and MAPP
